Can I send a cease and desist letter to my husbands family to make them stop sharing photos of my child on social media? And also stop them from taking photos of him and sharing them when he visits then?

Sure you can - I doubt it will accomplish anything other than to create even worse relationships than you already have with them. You can send the letter, you can't stop them from taking pictures. The letter will further alienate them, and has no legal significance. You would be better served to sit down with them, and a mediator to resolve these concerns.
