Question

I have a minor child that would like her step father to adopt. He also wishes to adopt her. Biological father is in federal prison in Missouri am we live in Iowa. Where can I find information to petition court in Iowa without attorney and would I also have to file a petition in Missouri?

Answer

With all due respect this is not something you can handle yourself unless you like the idea of failure. Adoption because of these circumstances would first require a petition to terminate biodad's parental rights under Iowa Code Ch. 600, and you never know, he might decide to resist. Unless you've got the services of an attorney you will not know how to handle it. It's an enormously complicated matter-and there are no canned forms that will guide a civilian through it.
