Unfortunately, he cannot come to live in the United States without the proper non-immigrant or immigrant visa.
Examples of non-immigrant visas are: (F-1) students, (H-1B) professionals, or (E-2) investors.
In order to be eligible for an immigrant visa or "greencard", he would need to be petitioned by a U.S. employer or through a U.S. citizen parent, child over 21, sibling or spouse, to name a few.
If you were to petition him for a greencard, it could take 7 years or more.
I suggest you speak with an immigration attorney to explore all of the U.S. immigration options your son may have.
