What percent of cops are bad?
No % is known, because many 'bad' cops are good enough to get awaywith being bad and not having anyone know it. Besides you have notqualified what it is that constitutes a bad cop. Are they only badwhen they are a cop, or when they are off duty? Is a man or a womana bad cop if they verbally abuse their children?, kick their dog?
