It's very likely that she could, assuming the other parent takes her to court. It would be up to the judge, but most judges would find that unacceptable and a danger to the child. Any mother that did that would clearly need extensive mental health counseling as that's totally ridiculous and no rational caring mother would even consider it.

It would be viewed as a parent not making sound decisions regarding the welfare of her child(ren). I am not certain why a mother would place her children at risk in order to have a boyfriend.
