1. Ask childs doctor.

2. Make complaint to DCF.

Take to the doctor when you have the child and see what the doctor states. Also calling DCF is good but you must make sure that they will not release your name to her. Do you know any of her friends that have noticed that perhaps she is impatient with the child?
