What happens if my divorce decree from 2003 was never filed with the county clerk

This is hard to imagine, but possible. Was it signed by the judge? If so, you should contact an attorney immediately yo straighten this out. If it was not signed by a judge, then it is not an order.

Don't delay, because if you believe that you were divorced and you are not, then there are several serious repercussions. For example, everything that either of you has earned in that period is community property. Also, if either of you has remarried, that marriage is void.
