You seem to leave out some critical facts. But, generally speaking, if something was stolen from you, file a claim with the local police. You might also be able to submit a claim to your homeowner insurance policy. As for misplaced property, it depends on who misplaced it.
I don't know what you mean by faulty investigation or how that resulted in loss of any property.
