I have friends abroad that want to start business that handles US citizens personal information and represents them before USCIS. In what legal form do they need to be presented in the US and are there any laws that forbid foreign companies representing US citizens before the USCIS?

What do you mean by "represents them before USCIS"? Are these licensed attorneys or accredited BIA representatives, working for BIA approved organizations? If not, then they cannot represent anyone before USCIS.
