When having joint custody does the non-custodial parent have to give permission for custodial parent to leave the state with child?



Answer

If you mean on a vacation, no. If permanently, whether or not there is joint custody, a parent needs permission from the court or the other side before they move with the child out of state. It is called removal in Illinois.
