My home owners assoc. won a judgement against me for past fees due. they are in the process of foreclosing on the property and possible eviction soon. i am current with my mortgage payments with the lender(bank). the bank says the loan to value ratio is too low to assist with an equity line of credit.

Associations have become vicious in collecting their fees. You should work with the association as quickly as possible to agree on a payment plan to become current on your fees. If you cannot afford the monthly payments then you may not be able to keep the property and should consult with a bankruptcy attorney to determine your options.
