On the highway, in a construction zone, one tire was ruined and two rims were bent. MODOT referred me to the construction company, who initially offered me $500.00. However that is only about a third of the cost to replace the damaged items. Do they legally have any obligation? I have had these wheels on my truck since shortly after I purchased it, over a year and a half ago and have had no issues, I have been to the lake, out of state, etc. I feel like this pothole was excessive in order to cause the damage it did. I also feel like if they offered me $500.00 they must feel like they have some obligation.

It sounds like they may be admit ng some liability. It isn't clear, from the few facts you provided, that they do. Perhaps if you show them what you paid for them, and the estimate or replacement invoices, they will agree to pay more.
