My son got a ticket because the insurance card was not in the car for traffic court. Today he got a letter stating its been changed to a mister meanor and arrainged over to state court. Why would it be changed?

It does little good to guess. The important detail is that he is charged with a crime and his future record and driving privileges are at risk. He needs a good traffic lawyer (in the county in which the incident happened) to deal with it. Now.
