I am in California and have not hired a lawyer on a Civil matter (police misconduct, excessive force) and the six month requirement for the filing of the "notice of claim" is approaching. I want to know if an individual can file a "notice of claim" in california or if a lawyer is required?

A lawyer is not required. You may want to go to a law library and read up on presenting govermental claims.

You don't need a lawyer to file your own claim or prosecute your own lawsuit if you know how to do it. Before you file suit in the state court you may want to do some research and see if it will be better in your case to file in federal court.

You can do it, but do it properly. Better would be to hire an attorney. If no attorney will take your case, you should take that as a warning that you don't have a 'good' case. Lawyers don't turn away good cases. And remember, if you file such case and lose, you will have to pay the other side's costs and attorney fees.
